Very near the end of Return of the King. He's on his way back to Bag End after seeing Frodo and Bilbo leave for with the elves, back to his wife and daughter. Took a break on the road, sat alone a while with his pipe, and met the Admiral.
Twenty-some years after the end of Return of the King. Sam is now a father of 13, his youngest son born only weeks before this visit to the Barge. He and his wife Rosie and their oldest daughter Elanor were visiting Gondor. Sam, now Mayor of Michel Delving (and therefore the Shire), received word that a natural disaster had struck in the East Farthing, both fire and flood causing great distress. No lives have been lost, but food will be short for years to come. In the light of this news, the Admiral's offer is once again welcome.
•PHYSICAL DESCRIPTION:
Sam is, very noticeably, a hobbit. Broadly, this means he's 3'6" tall, stocky, with pointed ears and bare feet with curly fur on them. He has light brown hair and brown eyes, a permanent tan, chews his nails, and has the scars of someone who had to fight with a knife without ever having been taught how. He has a hillwalker's legs, even though he's much older now than he was when he walked to Mordor.
He dresses simple by Shire standards, usually wearing short loose trousers, shirt and weskit, and jackets or sweaters over that. If the weather or his mood is damp, he wears the grey-green cloak he got in Lothlorien. He always wears the green leaf broach, though it may be on the inside of his weskit. Always barefoot - he wore boots once and hated it.
He speaks with a rustic accent and way of talking, though it'll get more formal if he feels he's being talked down to. He usually smells like green, growing things, tobacco, and rich soil.
•DEMEANOR:
Sam's suspicious more often than he'd like, but when he can be, he's friendly, usually ready to do a favor or help out with a task. He tends to guard his personal thoughts, but is always ready to just talk. His old gaffer never knew a stranger, suspicion or not, and Sam grows more like him every year.
•ABILITIES: Good throwing arm, exceptionally green thumb, can make six meals a day out of almost thin air, and make them vanish back into it. Capable leader.
•MEDICAL INFORMATION:
Hobbits might be distantly related to humans, but they aren't human. Blood types won't match, certainly. More susceptible to cold than Big Folk, and less likely to fall ill. He's in good physical shape, and is the human equivalent of about 40, though by years he's 63.
•CABIN INFORMATION:
The door into the hall is round and painted green, with a brass knob right at the center, and little round windows set into the broad oak frame on either side. It's only about 5-feet tall at the center, so most will have to duck. Inside is a comfortable front hall, beautiful with curved wooden beams and painted tile hearths. But watch the ceilings - tall humans will have to duck and most people will have to dodge the wrought-iron chandelier. Sam has brought Bag End with him. Some of Bag End. The front hall is there and the kitchen with its larder and broad dining room, of course, and old Bilbo's study, and the the master bedroom. They're none of them in the right order, and Sam feels like they're a strange dream, walking through them all empty.

Varied and many. People talking about necessary costs of war. Bad planting practices. Deforestation, industrialization. Not liking potatoes. Eating frogs.
